POSITION:  Application Developer I
JOB DESCRIPTION:  

Primary Purpose:

Perform full-stack software development, implementation, and ongoing support and maintenance on a wide range of Region 10 web applications and data systems. Includes user interface design and development, data reporting design and development, as well as associated data integration, processing, and storage. The Application Developer I primarily works with software supporting Region 10’s internal operations but may also contribute to external client projects at the state, regional, or local level.

JOB QUALIFICATIONS:  

Education/Certifications:

  • High School diploma required
  • Bachelor’s Degree in technical field preferred

Special Knowledge/Skills:

  • Solid grasp of web foundation technologies, including HTML, CSS, JavaScript; and Relational Databases for data storage
  • Demonstrated capacity to rapidly learn new software languages, tools, and development strategies as needed
  • Ability to directly develop, enhance, and maintain the current set of information systems and applications currently in production
  • Ability to facilitate the development, enhancement, and maintenance of current and future applications
  • Ability to manage multiple simultaneous projects
  • Ability to solve problems and communicate effectively with technical staff and with non-technical professional and support staff about solutions
  • Demonstrated proficiency in web development
  • Demonstrated proficiency in SQL database design and functionality, as it relates to coding and to user interface
  • Experience in the use of Git/GitHub for code source management
  • Knowledge of RESTful API development and usage with JSON and/or XML
  • Knowledge of Oracle technologies including Database 19c or higher, PL/SQL programming, and APEX web development is strongly preferred
  • Knowledge of Agile or Lean software development processes using Scrum and/or Kanban is a strong plus
  • Knowledge of Java or Python programming, is a strong plus
  • Knowledge of Linux, including system administration and software installation, is a strong plus
  • Knowledge of Talend Open Studio or similar low-code Extract-Transform-Load (ETL) tool, is a plus
DUTIES AND RESPONSIBILITIES:  

Responsibilities and Duties Common to all Region 10 ESC Employees:

  • Ability to work on and enhance a team
  • Utilize time wisely for effective management of position responsibilities and to ensure timelines are met
  • Maintain punctuality in daily work times, appointments, and meetings
  • Maintain a positive, customer friendly, and professional tone in all communication (i.e. email, written, and verbal)

  • Display proficient levels of technology applications and remain current in the area of digital integration
  • Perform other duties as may be assigned by Region 10 Leadership
  • Prepare and organize resources, train, and collaborate with Region 10 personnel
  • Exhibit initiative in identifying problems and suggesting solutions in a positive manner
  • Exhibit good judgment and decision making
  • Keep supervisor informed of program and district needs
  • Maintain up-to-date entries in Region 10 databases and accurate records for tracking and invoicing
  • Adhere to Center procedures, guidelines, and policies 

Specific Responsibilities and Duties for the Application Developer I:

  • Develop solutions as needed using approved technologies as directed by senior staff, including
  • Oracle APEX low-code web application development framework
  • Oracle 19c or higher database, including Oracle SQL and PL/SQL, REST data sources, and external database links
  • Talend Open Studio low-code data integration software (Java-based)
  • Windows, Mac and/or Linux-based applications
  • Oracle Cloud Infrastructure
  • Other technologies as required
  • Develop functional requirements and technical specifications with stakeholders
  • Ensure all projects are completed within time and budget constraints
  • Report regularly to management and stakeholders regarding issues and status
  • Perform system testing, bug fixes, and project change requests
  • Implements rollout of new systems and applications and post-rollout support
REQUIRED EXPERIENCE:  
  • School- or work-related experience with one or more programming languages and database technologies
  • Training will be provided for specific technical knowledge and skills requirements
