POSITION:  Consultant (Diagnostician)
JOB DESCRIPTION:  

Primary Purpose:

  • To implement processes and phases of the Region 10 Professional Educator Preparation Program for Educational Diagnosticians, local and state wide
  • To meet state and federal regulations in order to maintain program compliance

 

JOB QUALIFICATIONS:  

Education/Certifications:

  • Master' s degree in an education related field
  • Doctorate preferred
  • Current Texas Teaching Certificate, Special Education preferred
  • Current Texas Educational Diagnostician Certificate
  • Administrator certificate preferred

Special Knowledge/Skills:

  • Experience in administration and instruction of cognitive and achievement testing instruments
  • Exhibit organizational, communication, and interpersonal skills
  • Skills to provide and utilize data analysis to build solutions
  • Skills to make professional judgments
  • Knowledge of effective practices for educational diagnosticians
  • Ability to evaluate professional and support personnel and encourage continual personal and professional growth
  • Knowledge of Education Service Centers and their roles in Texas education
  • Exhibit initiative and a high degree of self-motivation to meet client needs
  • Experience and strong leadership skills in program development, planning, coordination, and implementation
DUTIES AND RESPONSIBILITIES:  

Responsibilities and Duties Common to all Region 10 ESC Employees:

  • Ability to work on and enhance a team
  • Utilize time wisely for effective management of position responsibilities and to ensure timelines are met      
  • Maintain punctuality in daily work times, appointments, and meetings
  • Maintain a positive, customer friendly, and professional tone in all communication (i.e. email, written, and verbal)
  • Participate as an effective team member who contributes to center-wide strategic planning goals
  • Display proficient levels of technology applications and remain current in the area of digital integration
  • Perform other duties as may be assigned by Region 10 Leadership
  • Prepare and organize resources, train, and collaborate with Region 10 personnel
  • Exhibit initiative in identifying problems and suggesting solutions in a positive manner
  • Exhibit good judgment and decision making
  • Keep supervisor informed of program and district needs
  • Maintain up-to-date entries in Region 10 databases and accurate records for tracking and invoicing
  • Adhere to Center procedures, guidelines, and policies

 Specific Responsibilities and Duties for the (CERT Program Consultant)

  • Implement efficient processes to respond to questions and provide accurate and timely information for clients
  • Implement efficient processes for district, charter, and private schools to obtain technical assistance related to certification processes and requirements for educational diagnosticians
  • Assist with the development and implementation of high quality, research- based coursework appropriate for program participants and mentors
  • Assure that curriculum and coursework is aligned with the Texas state standards and competencies
  • Actively collaborate with team members and other service area departments to coordinate program implementation efforts
  • Implement efforts for continual recruitment of quality candidates in order to maintain and build program participation
  • Assist with the development and management of program budgets
  • Assist in assigning interns and practicum participants to field supervisors
  • Regularly collaborate with staff to monitor intern performance
  • Implement processes to provide additional intern support( action plans/ probation) when needed
  • Interview and select potential candidates for the educational diagnostician program
  • Prioritize phone and email messages efficiently to meet needs of program participants, school administrators, TEA, Region 10 staff and other clients
  • Provide leadership and support to mentors, administrators, program field supervisors and Region 10 staff to effectively implement program components
  • Provide ongoing intern support through observations and conferences
  • Respond, in a timely manner, to questions and disseminate current and accurate information through written and oral communications
  • Maintain current knowledge of legislation, rules, regulations, and research- based best practices to ensure compliance in all aspects of program development and implementation
  • Regularly review current research related to best practices for educational diagnosticians in order to continually improve the Region 10 CERT program
  • Demonstrate appropriate use of personal/ professional development to continually enhance job performance
  • Provide specific and clarifying feedback to staff to develop skills and abilities for enhanced performance
  • Communicate major job duties, priorities, expectations, and support for staff to produce high- quality work
  • Provide leadership for growth of existing programs and expansion to effectively meet district needs
  • Collaborate with the program coordinator to develop directives for improvement when performance standards are not met
  • Perform other duties as may be assigned by the Program Coordinator of Operations and Certification
  • Work with statewide Educational Diagnostician Certification Program
  • Plan, facilitate or coordinate institutes, conferences or speaker
  • Willingness to seek on-going development of professional skills as appropriate to the job assignment
  • Maintain a strong knowledge of evidence-based practices and current research
  • Sustain a depth of knowledge in desired field and integration of such practices
  • Remain current in research related to adult learners in order to meet their needs
  • Demonstrate knowledge of and ability to assist administrators and teachers in serving students with diverse needs
  • Create and provide professional learning opportunities using a variety of delivery methods
  • Demonstrate effective coaching, mentoring, problem-solving and conferencing skills
  • Assist with implementation of statewide initiatives and/or directives

 

REQUIRED EXPERIENCE:  
  • Minimum of three years of experience and expertise in the field of assessment
  • Minimum of three years of administrative experience preferred

 Accountability:

  • The Consultant shall be directly accountable to the Coordinator or his/her designee.
