POSITION:  Texas Strategic Leadership Liaison
JOB DESCRIPTION:  

Primary Purpose:

Partner with Education Service Center (ESC) and Texas Education Agency (TEA) stakeholders to train and guide school superintendents and district leadership teams as they work toward the implementation of system-wide high impact strategies that drive student outcomes.  Ultimately, the TSL Lead Coach will collaborate with a statewide network of skilled senior leadership coaches and performance management specialists to build and refine a sustainable implementation and support framework for Texas Strategic Leadership (TSL).

JOB QUALIFICATIONS:  

Education/Certifications:

  • Master’s or other advanced degree required
  • Principal certification required
  • Superintendent certification preferred 

Special Knowledge/Skills:

  • Ability to teach, coach, model, and provide performance-based feedback to school superintendents and other senior school leaders
  • Ability to problem-solve and lead change through influence around implementation barriers and across wide-ranging circumstances in diverse stakeholder settings
  • Ability to examine empirical and analytical data to identify gaps that impede system-wide progress as it relates to instruction and school accountability
  • Expert-level knowledge of effective district systems and practices aligned to the levers in the Effective District Framework (EDF) (i.e., Organizational Performance Management, Human Capital Strategy, Integrated Student Supports, High-Quality Instructional Materials and Strategies, Instructional Leadership, District Operational Excellence
  • Deep understanding of core leadership competencies for district superintendents and other senior school leaders
  • Working knowledge of the Texas School Accountability System and school governance
  • Ability to plan and lead a project through to successful completion
DUTIES AND RESPONSIBILITIES:  

Responsibilities and duties specific to the position of TSL Lead Coach:

  • Provide tailored coaching and support to superintendents and senior district leaders
  • Jointly facilitate meetings with superintendents aligned to Texas Strategic Leadership milestones such as current state analysis, multi-year strategic planning, goal setting and implementation planning
  • Partner with TSL Performance Management & Data Specialist for strong preparation and effective integration of data and performance management principles as well as facilitation of key milestones
  • Support superintendent and district leadership teams through learning opportunities from statewide peers and districts
  • Demonstrate flexibility, critical and creative thinking, problem-solving, and provide meaningful feedback to range of stakeholders
  • Demonstrate strong content knowledge, facilitation skill, relationship building, and change management skills
  • Model a belief and expectation that all children can learn and achieve transformational outcomes regardless of barriers or obstacles
  • Model a belief that systems-level actions (e.g., strategic staffing, HQIM, professional development, etc.) taken by school superintendents and other senior school leaders have a direct impact on classroom instruction and ultimately on student outcomes 

Responsibilities and Duties Common to all Region 10 ESC Employees: 

  • Ability to work on and enhance a team
  • Utilize time wisely for effective management of position responsibilities and to ensure timelines are met
  • Maintain punctuality in daily work times, appointments, and meetings
  • Maintain a positive, customer friendly, and professional tone in all communication (i.e. email, written, and verbal)
  • Participate as an effective team member who contributes to center-wide strategic planning goals
  • Display proficient levels of technology applications and remain current in the area of digital integration
  • Prepare and organize resources, train, and collaborate with Region 10 personnel
  • Exhibit initiative in identifying problems and suggesting solutions in a positive manner
  • Exhibit good judgment and decision making
  • Keep supervisor informed of program and private school needs
  • Maintain up-to-date entries in Region 10 databases and accurate records for tracking and invoicing
  • Adhere to Center procedures, guidelines, and policies
  • Perform other duties as may be assigned by Region 10 Leadership
REQUIRED EXPERIENCE:  
  • Three or more years successful leadership as a Texas superintendent, chief academic officer, and/or other senior-level district administrator responsible for strategic planning and implementation
  • Preferred experience across multiple district profiles (e.g., in rural, suburban, and urban settings) with contextual understanding of the issues facing school communities across Texas and specifically in Region 10
