JOB DESCRIPTION: | Primary Purpose:
- To support LEAs in the quality implementation of the McKinney Vento Act, Foster Care Programs, and to assist with Migrant student identification across the region

JOB QUALIFICATIONS: | Education/Certifications:
- Master's Degree in an Educational related field (preferred)
- Texas Teaching certificate (preferred)
Special Knowledge/Skills:
- Knowledge of ESSA reporting and program requirements as related to homeless, foster care, and migrant
- Ability to objectively evaluate program guideline data and provide feedback to multiple stakeholders
- Ability to plan and lead professional learning for groups of varying size

DUTIES AND RESPONSIBILITIES: | Responsibilities and Duties Common to all Region 10 ESC Employees:
- Ability to work on and enhance a team
- Utilize time wisely for effective management of position responsibilities and to ensure timelines are met
- Maintain punctuality in daily work times, appointments, and meetings.
- Maintain a positive, customer friendly, and professional tone in all communication (i.e. email, written, and verbal)
- Participate as an effective team member who contributes to center-wide strategic goals
- Display proficient levels of technology applications and remain current in the area of digital integration
- Prepare and organize resources, train, and collaborate with Region 10 personnel
- Exhibit initiative in identifying problems and suggesting solutions in a positive manner
- Exhibit good judgment and decision making
- Keep supervisor informed of program and district needs
- Maintain up-to-date entries in Region 10 databases and accurate records for tracking and invoicing
- Adhere to Center procedures, guidelines, and policies
- Perform other duties as may be assigned by Region 10 Leadership
Specific Responsibilities and Duties for the Office of Federal Programs Consultant:
- Work with the LEAs towards the planning, development, and implementation of McKinney Vento, Fostering Connections, and Migrant programs
- Provide technical assistance to LEAs as they navigate Texas Education Code as it relates to students identified as migrant, homeless, and/or in foster care
- Guiding LEAs in their implementation of effective practices related to students identified as homeless, migrant, and/or in foster care
- Support LEAs with federal grant applications, program compliance reporting, comprehensive needs assessment, and campus improvement planning
- Support LEAs with fiscal compliance specific to ESSA, Equitable Services, ESSER, and State Compensatory Education (as related to homeless and foster care students)
- Demonstrate effective coaching, mentoring, problem-solving and conferencing skills

REQUIRED EXPERIENCE: |
- K-12 Teaching experience- (preferred)
- Program management at campus, central office, or education service center (preferred)
Accountability:
The Office of Federal Programs Consultant shall be directly accountable to the Program Coordinator.
