POSITION:  Budget Manager
JOB DESCRIPTION:  

Primary Purpose:

  • The Budget Manager will assist in the fiscal administration of Technology & Data Systems programs, including invoicing, expense tracking, purchasing,  time and effort tracking, and salary allocation. The Budget Manager will work collaboratively with the Chief Technology Officer to review the needs and processes of the program areas. The Budget Manager will also work with customers, the Region 10 Business Office, and other stakeholders as needed.
JOB QUALIFICATIONS:  

Education/Certifications:

  • High school diploma or equivalent required
  • College degree in Accounting or Business preferred
  • Education-specific financial and grant training/ certifications ( such as TASBO
  • CTSBS, CTSBO, RTSBA) preferred 

Special Knowledge/Skills:

  • Knowledge of basic accounting principles
  • Knowledgeable with governmental, ESC, or LEA operations and administrative policies and procedures.
  • Knowledgeable of governmental accounting practices, generally accepted accounting principles and procedures, and internal controls.
  • Verbal and written communication skills with the ability to interact professionally with a diverse group; technical subject matter experts, ESC service owners, and school district representatives
  • Solid organizational skills, including attention to detail and multitasking ability
  • Strong sense of personal responsibility and accountability for delivering high-quality work
  • Strong commitment to customer service
  • Exceptional computer ability, including spreadsheet development, data manipulation, web applications, and knowledge of G Suite and Microsoft Office productivity applications, including Excel and Powerpoint
  • Knowledge of Ascender finance application a plus
DUTIES AND RESPONSIBILITIES:  

Responsibilities and Duties Common to all Region 10 ESC Employees: 

  • Ability to work on and enhance a team.
  • Utilize time wisely for effective management of position responsibilities and to ensure timelines are met.    
  • Maintain punctuality in daily work times, appointments, and meetings.
  • Maintain a positive, customer-friendly, and professional tone in all communication (i.e., e-mail, written, and verbal).
  • Participate as an effective team member who contributes to center-wide strategic planning goals.
  • Display proficient levels of technology applications and remain current in digital integration.
  • Perform other duties as may be assigned by Region 10 Leadership.
  • Prepare and organize resources, train, and collaborate with Region 10 personnel.
  • Exhibit initiative in identifying problems and suggesting solutions positively.
  • Exhibit good judgment and decision-making.
  • Keep supervisor informed of program and district needs.
  • Maintain up-to-date entries in Region 10 databases and accurate records for tracking and invoicing.
  • Adhere to Center procedures, guidelines, and policies. 

Specific Responsibilities and Duties for the Budget Manager:

  • Collaborate with TDS program managers to identify budgetary needs and review with the Chief Technology Officer.
  • Track actual revenue and expense for program budgets throughout the year and update projections in the accounting system as needed. Prepare periodic reports on financial performance for the service area.
  • Manage client invoicing for eContracts, internal billing, and other revenue, using eContracts, Ascender, Reveal, and Jira as needed.
  • Manage billing, revenue and expense tracking, and financial reporting for state and private grant budgets.
  • Ensure annual purchases are completed on time for software renewals and annual service contracts.
  • Track payroll allocation to ensure alignment between budget and actual, and adjust as needed.
  • Help project and budget staffing need based on available revenue projections.
REQUIRED EXPERIENCE:  
  • Four or more years of work-related experience managing project accounting in K-12 administration or corporate environment
